The numbers to the right of the decimal point are called the fractional part. The first number to the right of the decimal point is called tenths, the second number is called hundredths and the third number is called thousandths. Rounding to the nearest thousandth means rounding the fractional part to just three numbers to the right of the decimal point.

5 tenths or 5 x 1/10 = 5 x 0.1 plus

In order to round to the nearest thousandth, three places to the right of the decimal point, look at the number four places to the right of the decimal point. If the number is less than 5, just remove it. If the number is 5 or more, add 1 to the thousandth.
